I’ve watched three students lose job offers because their degree wasn’t attested correctly. One waited nine weeks for a stamp that should have taken two days — she’d gone to MOFA first when she needed KHDA. The whole thing cost her a position at a Dubai government entity that required the paperwork by a hard deadline.
Here’s the thing nobody tells you at orientation: the UAE runs two parallel accreditation systems. Pick the wrong one, or skip a step in the chain, and your degree is just expensive wallpaper.
This guide maps exactly which body governs your institution, what attestation costs, and the step-by-step process so you don’t repeat my clients’ mistakes.
The Two-Track System Nobody Explains Before You Enrol
Dubai’s free zones — Dubai International Academic City (DIAC) and Dubai Knowledge Park — operate under KHDA. Everything else in the UAE falls under the CAA, which sits inside the federal Ministry of Higher Education and Scientific Research (MoHESR).
That split matters because:
- KHDA attests degrees from free-zone institutions (Heriot-Watt Dubai, Middlesex Dubai, Murdoch Dubai, Curtin Dubai, Amity Dubai)
- CAA accredits programmes at federal and non-free-zone institutions (Khalifa University, UAEU, Zayed University, AUS, BITS Pilani Abu Dhabi)
- Since June 2026, free-zone institutions need both a KHDA permit AND a federal CAA licence
I checked the CAA register on 29 September 2026: 103 institutions hold an active federal licence. More than half sit in Dubai. The register codes each one — “A” for active, “X” for revoked, “T” for suspended admissions. If your institution shows anything other than “A”, stop reading this and start reading transfer options.
KHDA: Dubai’s Free-Zone Regulator
KHDA handles three things for free-zone students:
- Permit issuance — no institution can recruit or advertise programmes without KHDA approval
- Quality assurance — through UQAIB (University Quality Assurance International Board), which validates that the Dubai programme matches the home campus
- Degree attestation — the electronic stamp employers and government entities require
The attestation service costs AED 220 and takes 2 working days. You apply through the KHDA Portal, attach your degree and transcript, and KHDA forwards it to your university for verification. Once approved, you get an electronic attested certificate.
One hard rule: certificates issued before academic year 2006-2007 are not eligible. If you graduated from a Dubai free-zone institution before then, KHDA won’t touch it.
CAA: The Federal Gatekeeper
The CAA does two separate things that people constantly conflate:
Institutional licence — MoHESR grants it, CAA reviews quality. This says the organisation can operate as a university.
Programme accreditation — each individual degree programme gets its own CAA stamp. A licence does NOT mean every programme is accredited. In September 2026, the ministry reminded institutions that a programme may not be advertised or open for enrolment before CAA accreditation. The violations regulation (in force since 12 September 2026) lets the ministry stop admissions and order refunds.
I’ve seen students enrol in a “new” programme that turned out to be unaccredited. The degree was worthless for UAE employment. Check the CAA accredited programmes list before you pay a single dirham deposit.
Cabinet Resolution 104 of 2026: The New Rules
This changed everything in June 2026. Before, free-zone institutions only needed KHDA. Now:
- Local permit first (KHDA)
- Federal licence second (CAA/MoHESR)
- Both must be active for the institution to legally enrol students
Heriot-Watt Dubai illustrates the dual status: MoHESR licence (January 2023), CAA programme accreditation, plus annual KHDA permit renewal. Its graduates get degrees recognised by the ministry for further study at CAA-accredited universities.
Under Cabinet Resolution 103 of 2026, degree recognition by MoHESR costs AED 50 and takes 18 working days. Without this recognition, your degree doesn’t qualify you for government jobs or local postgraduate study.
Degree Attestation: Step-by-Step Chain
For UAE-Issued Degrees (Free-Zone Institutions)
- Submit request via KHDA Portal with degree + transcript
- KHDA forwards to your university for verification
- KHDA reviews and approves
- Pay AED 220 → electronic attested certificate issued
- MOFA stamp (AED 150) if your employer requires it
- MoHESR recognition (AED 50) if needed for government employment or further study
For Foreign-Issued Degrees (Studied Abroad, Now in UAE)
- University + national education authority verify the degree
- Home country MOFA (or apostille for Hague members) authenticates
- UAE Embassy in your home country attests
- Ship originals to UAE
- UAE MOFA final stamp (AED 150, digital: 2 hours; courier: 1–3 business days)
- MoHESR recognition (AED 50, 18 working days)
The home-country legs are where timelines explode. Pakistan’s HEC step alone takes 40–60 days. UK origin: solicitor certification + £45 FCDO + AED 300 UAE embassy + service fees. End-to-end from a UK degree: 6–12 weeks.
Attestation Costs & Timelines Compared
| Step | Cost | Timeline | When You Need It |
|---|---|---|---|
| KHDA attestation | AED 220 | 2 working days | Free-zone Dubai graduates |
| MOFA stamp (UAE) | AED 150/document | 2 hrs (digital) to 3 days | Employer/gov requires it |
| MoHESR recognition | AED 50 | 18 working days | Gov jobs, local master’s |
| Home-country chain | AED 200–900 | 2 weeks–2 months | Foreign degrees |
| Courier (optional) | From AED 31.50 | +1–3 days | Physical document needed |
Total for a UAE free-zone graduate needing the full chain: roughly AED 420 (KHDA 220 + MOFA 150 + MoHESR 50) over 3–4 weeks if sequential.
Total for a foreign degree (e.g., India/UK/Pakistan): AED 500–1,200+ over 6–12 weeks.
Which Body Do You Actually Need?
Here’s my decision framework — I use this with every student who calls me confused:
- Studied at a Dubai free-zone institution? → KHDA attestation first. Then MOFA if employer asks. Then MoHESR if government job or local postgrad.
- Studied at a federal/non-free-zone UAE university? → CAA programme accreditation must be confirmed. Then MoHESR recognition (AED 50). No KHDA step.
- Studied abroad, now in UAE? → Home-country chain → UAE MOFA → MoHESR recognition. Budget 6–12 weeks minimum.
- Employer just needs a “certified copy”? → Usually MOFA stamp alone suffices. Ask HR which specific stamp they require before you start the chain.
Who Should Worry (And Who Can Skip This)
You need attestation if:
- You’re applying for a UAE government or semi-government position
- You’re enrolling in a postgraduate programme at a UAE institution
- Your employer explicitly requires it (many multinationals in DIFC/ADGM don’t)
- You’re applying for Golden Visa under the “specialist talent” category with academic credentials
You can probably skip it if:
- You work for a private-sector employer that verified your degree through the university directly
- You’re in a free zone (DIFC, DMCC, ADGM) where employment law doesn’t require government attestation
- Your degree is from a top-50 global university and you’re only using it for private-sector credibility
That said — I always tell students to get it done anyway. Costs AED 420 and takes three weeks. The day you need it urgently is the day you don’t have three weeks.
Next Steps
- Check your institution’s status today. CAA register: search your university, confirm “A” status. KHDA directory: confirm programme registration. Both are free, both take two minutes.
- If you’re about to enrol, verify programme-level CAA accreditation — not just institutional licence. The September 2026 violations regulation means unaccredited programmes can be shut mid-cohort.
- If you’ve graduated, start the attestation chain this week. KHDA Portal for free-zone grads. MOFA app (UAE Pass login) for the federal stamp. Book the MoHESR recognition slot if you’re targeting government roles.
- Budget for it. AED 420 minimum for UAE grads. AED 500–1,200 for foreign degrees. Add courier if you need physical documents.
